ONE ECOSYSTEM — MANY ROLESThe challenges facing modern ports cannot be addressed by education, industry or public policy acting independently. They require structured cooperation among organisations with different but complementary roles.
Vocational education and training providers develop learning programmes and modern teaching approaches. Port organisations and businesses identify real operational and workforce needs. Research and technology organisations contribute evidence, innovation and digital solutions. Certification bodies support the recognition of skills, while public authorities and professional associations connect project outcomes with standards, policies and long-term development priorities.

FROM PARTICIPATION TO IMPACT
Stakeholders contribute throughout the full lifecycle of CoVE SShaRP.
Their participation begins with consultation and skills needs analysis. It continues through the co-design of training programmes, the development and testing of digital learning resources, pilot activities, work-based learning, certification and the dissemination of project results.
This collaborative process ensures that project outcomes are practical, relevant and directly connected to the needs of ports and the labour market. It also creates the partnerships required for the long-term operation of the Skills Ecosystem after the completion of European funding.
