From Skills Needs Analysis to Sustainable Impact

THE PROJECT METHODOLOGY

Each phase of the CoVE SShaRP methodology builds upon the results of the previous one. Skills needs are first identified and validated with stakeholders. The findings guide the co-design of occupational profiles, curricula and learning resources. These solutions are then developed, piloted and evaluated in cooperation with education providers, port organisations, businesses and technology partners. Successful approaches are transferred into certification, innovation, governance and sustainability mechanisms that support long-term impact.

Eight Work Packages — One Shared Ecosystem

IMPLEMENTATION STRUCTURE

CoVE SShaRP is implemented through an integrated 48-month work plan consisting of eight interconnected Work Packages. Together, they cover the complete project lifecycle, from coordination and skills needs analysis to curriculum development, digital learning, practical implementation, certification, sustainability and dissemination.

WP1 — Project Management and Quality Assurance

WP1 provides the organisational foundation of CoVE SShaRP. It supports effective coordination, financial and administrative management, quality assurance, risk monitoring and collaboration among the project partners. Its role is to ensure that all activities are implemented consistently, transparently and in line with the project objectives.

WP2 — Skills Needs Analysis and Occupational Profiles

WP2 identifies current and emerging skills needs across the European port sector. Through research, stakeholder consultation, labour market analysis and cooperation with port organisations, it maps existing gaps in vocational education and training and defines occupational profiles for future port-sector roles.

WP3 — Curricula and Training Programme Development

WP3 translates the findings of the skills needs analysis into modular, inclusive and industry-aligned curricula. The training programmes integrate safety, security, resilience, digitalisation and green skills while responding to the practical requirements of learners, professionals and employers.

WP4 — Digital Learning Resources and Innovative Technologies

WP4 develops accessible digital and open educational resources together with innovative learning experiences. These may include simulations, virtual and augmented reality, artificial intelligence, digital twins and other interactive technologies that connect vocational learning with real port operations.

WP5 — Work-Based Learning, Mobility and Train-the-Trainer

WP5 places practical experience at the centre of the learning process. It supports pilot work-based learning activities, mobility opportunities, professional development and Train-the-Trainer programmes for educators, staff members and industry mentors working within the port skills ecosystem.

WP6 — Certification, Recognition and Applied Innovation

WP6 develops mechanisms for assessing, validating and recognising the skills acquired through formal, non-formal and informal learning. It also supports the transfer of project knowledge into practical and innovative solutions that can be tested and applied within port environments.

WP7 — Sustainability, Governance and Network Development

WP7 establishes the structures required for the long-term continuation of the CoVE SShaRP ecosystem. It supports governance, National Innovation Hubs, cooperation with industry, the Transnational Skills Council and the development of a Sustainability Blueprint that will guide the network beyond the project lifetime.

WP8 — Communication, Dissemination and Impact

WP8 ensures that the project activities, results and learning resources reach the appropriate audiences at national, regional and European levels. Through communication, events, stakeholder engagement, publications and dissemination activities, it strengthens awareness, participation and the wider impact of CoVE SShaRP.

The eight Work Packages do not operate independently. They form one connected implementation pathway in which management enables effective delivery, skills analysis informs educational design, curricula guide the development of digital resources, practical activities test the learning solutions, certification supports recognition, innovation encourages wider application, and sustainability and dissemination secure the project’s long-term value.

Connecting Every Stage of the Project

AN INTEGRATED IMPLEMENTATION MODEL

The CoVE SShaRP Work Packages have been designed as parts of one integrated implementation model rather than as separate areas of activity.

Research and stakeholder consultation provide the evidence required for curriculum design. The curricula guide the development of digital resources and practical learning activities. Pilot implementation, work-based learning and mobility provide feedback on the relevance and effectiveness of the developed solutions. Certification mechanisms support the recognition and transferability of skills, while Innovation Hubs, governance structures and dissemination activities extend the project’s impact across countries and port ecosystems.

This interconnected approach ensures that CoVE SShaRP produces outcomes that are practical, measurable, transferable and sustainable, directly addressing the evolving needs of vocational education, the labour market and the European port sector.
